This appears to be a wooden wheel for a steering a ship. It is made of hardwood from the Verduran forest along with brass. In its center is a painted copper leaf of Gozreh. Each of its 12 handles is carved differently, corresponding to its opposite number for 6 patterns. 

Grasping the handles carved with hurricane eyes, the user can use [[https://www.d20pfsrd.com/magic/all-spells/r/read-weather/|Read Weather]] once per day. 

**First Triumph:** 
Grasping the two handles with Lightening allows the user to create a storm burst targeting any foe within 30 feet as a ranged touch attack. The storm burst deals 1d6 points of nonlethal damage + 1 point for every two levels possessed. In addition, the target is buffeted by winds and rain, causing it to take a –2 penalty on attack rolls for 1 round. This a number of times per day equal to 3 + the number of Triumphs unlocked.

**Second Triumph:** 
Grasping the two handles with Waves the caster can cast Calm Seas, which works as Calm Air and also effects the waters as Caster Level 12  1x Day +1 per Triumph unlocked (3rd and 4th)
Grasping the two handles with Winds the user can summon wind to sail the craft for 8 hours 1x Day +1 per Triumph unlocked (3rd and 4th)

**Third Triumph:** 
Grasping the two handles with Clouds to create a large fog cloud, covering a 100’ radius. As long as the user, or someone holds these handles he can see through the fog. This a number of times per day equal to 3 + the number of Triumphs unlocked.
Grasping the two handles with Winds the user can cast Control Weather at a CL 14 3 x day

**Fourth Triumph:**  
Grasping the two handles with a Tornado, the user can summon a Whirlwind or Vortex at Caster Level 16 once per day.
