Diving equipment would not provoke suspicion if the Crew seem like the types who enjoy underwater exploration, or it could be dropped outside the city. The drop will be made by a free trader crew who have been paid well to kick a bunch of crates on one-use grav landing units out of their airlock and then depart the system.
